Local RSAs and other affiliates wishing to raise policy or other issues for consideration by National Council, must first submit a remit to the Chief Executive. These remits are considered at the National Council meeting and voted upon. All resolutions of National Council are binding on local RSAs.

National Council delegates are entitled to one vote on each remit. Local RSAs are also entitled to send one observer who has no speaking or voting rights.

The National Executive Committee may also invite any member or non-member organisation to have observers at National Council from time to time as appropriate.

Remits and Resolutions are published as appropriate before and after each National Council meeting.

The National President, National Vice Presidents and four Elected Members of the National Elected Committee are elected annually at National Council.
